The oddest thing for me, regarding state vs. tribal rules, is that Native American Casino can't offer any gaming tool that the state doesn't use.
As examples, here in California, the tribes can't use dice for craps, nor roulette balls on roulette wheels ... since California card clubs, etc. don't offer such games. They work around these limitations by using specialty decks of cards to simulate the craps dice or roulette wheel action, but it still seems odd vs. the real thing.
Perhaps if the state & tribe agrees to real game action, these limitations can be overcome, but no so in California.
