Why so many Horseshoe available, and why so cheap?

Hi all, first-timer here. I am seeing a flood of $25 Horseshoe Club house chips from 1976 and 1984 with TCR values sometimes as high as $40, but they all seem to be selling for $2 or $3 and in some cases not even moving. Makes me think that there were a bunch of counterfeits or something, but I can't find anything on the topic. Why would there be so many chips, from so long ago, being so actively traded at 10% the TCR valuation?
