It's a metal slug. Added to the chip for weight. But sometimes it works its way above the level of the surrounding clay base. Then the inlay gets rubbed over time.

Sort of like the round rub-wear on cowboy's jeans when they carried their Skoal tobacco tins in their back pocket. vbg
