Here is the response that I got back from the guy who sold these chips on the Poker Chip Forum (PCF):

"Thanks for the message. I purchased the Caribe chips from a recent group buy outside of PCF. I don’t know much about the source (e.g. who manufactured them), but they’re NOT original chips from the casino in Puerto Rico as far as I know, and were intended as a tribute given the removal of the “Puerto Rico” text on every chip. The guy who bought them from me and is flipping them on eBay for hundreds of dollars a chip, claiming they’re original, is a jackass. I never would have sold to him if I knew this was his intention. In fact, he told me he was going to use them in his home game."
