The lot has five things working against it...

- Not a full rack
- Plastic chips
- Unicorn mold chips
- 50c instead of 25c
- Blue fracs tend to only work well with sets that have white or tan $1's

That said, it only takes one buyer, and there are still a number of new set builders coming into the hobby that need fracs. If the rack could be finished somewhat easily and cheaply, then these may be a viable option for someone who has a set that just needs to add a rack of fractionals to it.
