Not correct, Rich. There can be a variety of chips made for a customer... That does not mean all of them are casino chips for that casino. Only the design chosen and used at the casino are the real deal.
The $5 chip with the three split white inserts should never be called Club Royale casino chips. They are different chips than the final design chosen and used on the Club Royale. You should never say they were rejects and not sent to the casino. They were not part of the final design and that is why they are not in Mark's book and described as as they are in ChipGuide.
