I always thought they were generic chips with the "not uncommon" $5 style hot stamp known on both one and two sides. Several boxes of these walked into the 1998 Biloxi show and Bob (the $2.50 collector) had a box or two at our 1994 convention. Colorwise; the $5/$5 are the same shade of yellow as the VS/$5 chips. I am not doubting attribution.
