1) I would only care for Aruba, my prime collecting area. As far as I know, there is only one known lcv v. scv variation and I own both versions.

2) Early on in my collecting life, I didn't care too much about condition. I upgraded as chips became available. If a chip is difficult to get, I will still get a lesser condition chip rather than have nothing. For common to slightly scarce chips, I wait to get a very nice chip.
