Indeed the reason why the dealer calls "the (cash) money plays to the maximum" is first of all to protect the house against bets over the maximum of that table. Mostly this happens on the roulette when a player throws a bundle of notes on a even-money bet at the moment "no more bets" is called or even after that time. Often bets were accepted at such a late stage depending on the supervisor of the game (inspector/chef de table).
However throwing a bundle of notes at a very late stage was also a favorite trick from cheaters especially on Roulette. In the middle of the bundle the cheater has one or more high value banknotes tucked in, exceeding the max bet. Usually the bet is on an even-money bet or at least some where on the edge of the lay out where the cheater can easily reach standing just behind another player. More than once his accomplish.
When he wins the cheat will leave the money on the table and demand his winnings even though the money appears to be over the maximum when it is counted. However when he looses he will grab the bundle from the table in a split second. When he is ordered to put the money back he will do so with his other hand but in this case it's an identical looking bundle which doesn't have the high value notes tucked in.
A lot of these rules and regulations date back from the days when there were no CCTV systems in the casinos and often professional cheaters travelled the (European) casinos. Now a days casinos are better equipped but I'm sure the old trick is still tried now and then.
