While I admire your sleuthing skills and photo editing ability, it has been my experience that pictures like these, more often than not, are posed. And when posed, then more often than not, the chips are just props, brought in for the purpose of taking the picture.

Since the image also has some game-play flaws, I would not attribute these chips to the Willows. But it sure would be nice.
