You'll need to be over 60 to remember it, but there was a sitcom called "Car 54 Where Are You?" about 2 cops in the Bronx. Starred Fred Gwynne and Joe E. Ross.

One of Joe E. Ross's trademarks was to start his reply with "Ooh! Ooh!" It appears at least a few episodes live on via the internet, though I haven't checked them out yet. It was a more innocent time back then.
