cutting off international sales is an appropriate response.
Ebay keeps saying they will protect sellers in these times of crisis, but we know they don't protect us at other times (I have received 'item not received' complaints on the day of the sale!). In all the years of shipping overseas and getting quick 'item not received' reports, I have never once had a buyer say later that they received it and want to compensate me. Meanwhile, like you, I am out the money and the product, and have picked up points against me from Ebay. Under the current system, I would also have forfeited the fees to PayPal since they don't refund those fees anymore (at least not in the USA)
