I have never seen a single pack of cards sealed by the manufacturer, unless it was cello-wrapped, with a pull-string to open. On the other hand, I have seen many, many, different methods of resealing single packs of used cards, by the casino, in an effort to sell at the gift shop, or give away. Although not in the manner that you show, but just the same there have been some very extreme examples. Nevada Club comes to mind, which used an adhesive label that covered the entire face of the pack and extended to cover the top of the tuck flap and extended part way down the backi!
Moreover, the seal has a SKU barcode. If I am not mistaken, SKU numbers are more typical of a retail sales environment, versus a UPC code, which is more manufacturing related.

You may have noticed that some casinos will have the pit, mark the tuck flap of a card pack with the date, time and table, and sometimes the name or initials of the person making the annotation. In this instance, the Ace of Clubs was used to record the info, with the aid of a time-stamp machine. The Table was Blackjack #10, with the initials of PR in the pit.
