What Walt meant was that is the die for the $5 issued chip but someone has swapped out the center piece for a $1.00.
Many dies are made in that way. All you need is a set of denoms and then one single die per customer. Much cheaper than ordering a die for each value, especially with sets that might have half a dozen denoms.
