The Bal Tabarin was probably named after a famous nightclub/cabaret in Paris, in the area where the Moulin Rouge was.
Also, a Bal Tabarin in San Francisco came later, named after the original in Paris. So the Lake Tahoe one may have been named after it also.
In essence, a club with dancing / drinking / frivolity. That's what the Tahoe club was trying to convey. Not unlike the Moulin Rouge naming in LV.
