Worked well in the 6th and 7th century in Italy. They needed to increase the population in a certain remote region and allowed huge groups of people who were drifting around Europe for a home where they could worship freely. Large portions of the groups had a disease and the churches in the area set up walled sections to keep them confined. They recovered and all was well.
