more than likely know more than me, especially because, I have not found a single person to stand up and say, "I know how those were used!"
But, the conjecture is, they were used as Prize Units, upstairs at the kid's Midway games. Just like current day Midway's (Carnivals) where a player can will stuffed animals, or other prizes, there are multi-level wins. Collect x amount of prize units and trade up to the next bigger stuffed toy. Save a bunch, and get the largest!
I have asked past employees, from the Circus Circus Midway, if that was how they were used, but none have said yes, let alone even remember, nor recognize the chips. However, I did find a tell-tale indicator that they were used for a purpose other than gaming, and much along the lines of prize units handed out at the Midway.
Shown here are yellow paper, photostat created Prize Units, in the form of tickets. But having the Comptroller, Controller, and Countersigned Casino Cage Cashier signatures (not originals, part of the photostat) give the appearance of being "money" related, but then, having the "Midway Director" signature, makes me go, Hummmmmmmmm?
BTW - Circus Circus is outside of your swim lane, no? Or are you expanding to William Bennett's casino ownerships?
