In my opinion chips used by members at private clubs and those provided by a hotel should not be considered ILLEGAL unless there is information about a separate/independent operator conducting a game in the location. In fact, it IS illegal to run no drag games in private country clubs if the game is open to invited non member gamblers. It happened in Cincinnati and Northern Kentucky frequently and busts were conducted.

If an operator brings his equipment including chips to a club or hotel those chips should be designated ILLEGAL. If just member card room chips, not so.
