I ran a Indy 500 contest at the end of May.
You signed up for it.
Andy Hughes (the winner) has received all the chips from the contest except yours.
Andy has informed me that twice you have promised to send him his winning chip.

As far as I'm concerned, if you join one of my contests, and don't pay up then you're not welcome to enter any more of my contests. It's not the chip, it's the principle.

I hope that others who do contests read this, and ban you from their contests as well.
