I got this from one of the floor men at Cache Creek (Brooks, Ca) I was asking about card guards (which the have never had) and the floor man said they made these chips for a tournament that was somehow affiliated with the California Highway Patrol. They were given to players who played the tournament. It was some sort of charity event and the proceeds went to a charitable organization.(I am told)
