This is still a mystery for me.
So I will put this plaque at place 10.
I bought it from a collector who bought it in an antique shop in Brussels.

He had several, the number one plaque he kept in collection.
The plaque is used, there is some wear but still in fine condition.
Being of age, 94, he sold me the plaque (and some other beauties) because his daughter was allways complaining.
She said why do you keep all that stuff! I have seen his immense collection of emergency money, chinese MOP, silver medals and golden coins.
If I had that in my house I would not sleep at all. I got in his personal "bubble" by sending him a hand written letter explaining my passion for collecting.
I was the first person in years (beside his daughter, his wife and nurse/doctor) to enter his house.

About the plaque, it was told it was used in a night club in Brussels for illegal poker games.
Yes, poker has been long time illegal in Belgium.
The "madame", yes there where girls also, allowed clients to play at the back of the building.
Of course you had to pay an ante from time to time to the "madame".
