The gambling was legalized in Portugal in 1927, being allowed in Estoril, Madeira Island, Espinho , Curia, Sintra (never opened), Santa Luzia (never opened), Figueira da Foz and Praia da Rocha.Licenses will be granted, for a fixed period. Povoa de Varzim, traditional beach area with several illegal casinos, was not covered by legislation. Because no one has run for the Santa Luzia area concession, the people of Póvoa de Varzim requested the transfer of the grant, which they achieved. Was then constituted the Empresa Turismo Praia Povoa de Varzim, in which the municipality was a shareholder, and secured the award. During the years 1929 to 1933 the casino worked in the casino halls of the old Casino Chinez. On June, 10, 1934 was inaugurated the casino building, which continues until today, with successive changes, but keeping the original façade. The dealership is now Estoril Sol, which also owns the casinos of Estoril and Lisboa. The casino had several assignements: Casino da Povoa, Monumental Casino da Póvoa, Monumental Casino da Povoa de Varzim, Casino Povoa de Varzim, Casino da Povoa.
