San Marino officially the Republic of San Marino (Italian: Repubblica di San Marino is a microstate in Southern Europe completely enclosed by Italy.
Located on the northeastern side of the Apennine Mountains, San Marino covers a land area of just over 61 km2 (24 sq mi), and has a population of around 30 thousand people. Its capital is the City of San Marino.The capital is set at the highest point of the country on a steep mountain. San Marino's official language is Italian.
In 1946 Italy had decided to close many casinos , leaving open only those of Campione d’Italia, San Remo and Venice.
The government of San Marino knew that a casino could attract good revenues to the state, and at the same time it could improve the tourism industry.
The visitors of San Marino came at the time from the nearby Italian Adriatic coast and stayed in the little Republic only for few hours and after they went back to the sea.
The objective of having a casino in San Marino was to change this trend, encouraging stays of tourists, who were supposed to gamble and would stop to spend one or more nights in San Marino and the objective of attracting wealthy tourists to gamble and spend money in the territory. Another goal was to attract tourists all the year ,opening the casino throughout the year, as at the time the greatest flows of visitors was during the summer , which stayed in the Adriatic coast resorts.
KURSAAL SAN MARINO

The Kursaal of San Marino opened with great fanfare on September 23, 1950, with the hope that San Marino would become a great center of attraction for tourists and gamblers.
People had the vision that San Marino, would be soon on the same level those small states that with the establishment of a casino have transformed their territory into a small paradise for tourists, i.e.Monte Carlo.
The Kursaal became soon a big reason of tension with the Italian government.
The relations between San Marino and Italy were not easy, especially for large differences in policy approach between the two governments, as the San Marino Government was run by a left coalition, and the fact that after the almost ban of casinos in Italy, the government had difficulty to see a new casino inside its territory.
The decision of the opening of a casino in San Marino became a strong challenge to Italy, and the relations between the two states worsened. The size of the two states and the fact that San Marino is totally embedded within Italy, led to a situation of unequal struggle.
On August 14, 1951 Italy and San Marino, governments signed an agreement which provided a good economic counterpart for the small republic of San Marino in exchange for the closure of the Kursaal
The Kursaal closed, after a short period working, and was transformed in a Congress Center.
In its premises,the Congress Centre of the Republic of San Marino, was born for various social and cultural events. The card rooms were closed in August 1951 and the Kursaal Palace was intended to different functions and reached levels of intense activity and international prestige primarily as a venue for cultural and congressional initiatives.
San Marino had to wait more than sixty years years before having a casino again.
CASINO GIOCHI DEL TITANO
The ban was lifted in 2007. “The mostly state-owned company Giochi del Titano was founded on May 2, 2007 in the Republic of San Marino. The shareholding structure of Giochi del Titano Spa comprises of the following partners: the State of San Marino with 76% of the shares and the San Marino Chamber of Commerce with the remaining 24%. Share capital € 1,500,000. The Company has the following Business Purpose: Run the Halls and premises in which the gaming activities governed by Law No. 67 of 25 July 2000 and subsequent amendments and additions take place. Organize and manage the inside of the entertainment, shows, events and refreshment areas' operational headquarters”.(casino site) In 2017, a casino with the company's name was opened. To date, this is the only land-based casino in the country.
