I haven't see that set before, so these are just guesses / observations --
My first thought is part of a home game set, as the generic graphics don't say "casino" to me. For example, the dogs-playing-poker on the 50.
As to age, I'd say 1940's-1950's +/-. The denominations (1-2-5-10-50) follow actual currency denominations (the 20 is missing, though possibly omitted in that set). Some early Nevada chips used this denomination pattern (rather than the $25 substituting for a $50 chip). You will see there's a few $50's in TCR (about 40 of them, though some may be NCVs).
