Defunct/Never Built Casino in Puerto Rico???

According to the Chipguide, this was a casino scheduled to be built in Cabo Rojo, Puerto Rico but the project failed back in 2011.

The chips have been added to the Chipguide today and you will see them tomorrow. A deck of cards have been on the Chipguide since 2014.
