It may be that the smkey attributed to CA is actually a Newport chip? If Larry says they were used in Newport I would believe him first. I have no idea if they were generic or not but I have not seen a lot of them. Obviously the USPC poker chips were generic and are very common but that does not mean the smkey version was.
