Yes, John, you are so right. There's one chip named "ENTER or PROCEED." About the same, either way. Perhaps a good way to describe Chinese-character chips is that they are more advertising slogans or encouraging phrases, rather than the actual name of any casino. In many cases, the card rooms were set up as private social clubs anyway. And apparently if the characters are rendered in some sort of fancy script - something other than block type - it confuses translators even more.
Still something of a mystery trying to figure out the addresses where they were used. And maybe - the same chips would have been used in different cardrooms and clubs.
