Yeah, I'm kind of assuming that the plain chip is like a 'slug'. The inlay is lightly glued and then the chip is final pressed to create the H&C's and seal the inlay.
Looks like this one missed the final pressing.
With this type of chip (compared to regular clay) it's probably pretty hard to spot at quality control.
