Chip Identified...Thanks David

I have been searching without luck to identify a chip I bought from David Spragg's huge barrel of chips -- which I did often finding a good variety. This 5-Pound one caught my attention, and there were some others like it, but I only purchased this one at a "good" price.
After begging and asking for help on the board with multiple responses, I got the lead I needed from David, and saw the chip in the college's casino degree program that was nestled among a long list of degree-producing courses including engineering, aviation, computer technology, etc. Then there was the courses and programs to educate casino croupiers and dealers, along with a track record of training dealers for the world's cruise lines. I thought it was neat that I saw the chip in a video, and bingo the rest is below.
The college is very unique that students who enroll in any career field degree program gets government assistance for fees and tuition. When they graduate, the college agrees to locate them a job and they do not repay the government funds. However, depending on the career chosen, the graduate agrees to repay the cost once a certain amount of yearly income is achieved.
What a great idea....wonder if U.S. colleges could adopt a model similar and show that if you get a degree, you will be assured a job when graduating.
Thanks to all who helped me find the chip. It's not a big deal, but the search of that region of the United Kingdom was very interesting, and if there is another trip to the country in my future, that region will be on my list.
