You are right, the black bordering around Peppermill makes the letters look narrower, as if in a different font, but I think it's something of an "optical illusion" created by the darker borders. Also, "Oceano" on the darker chip contains a lot of blue, on the lighter chip, the word is almost white.

Best as I can determine, Greg Susong's Oceano chip, CG 015613, is the lighter version. Fish tail easily spotted, orange twilight glow over hotel building on reverse.
