I ran into that TITO payout problem when in Europe a few weeks ago. I don't remember the casino but I cashed in a TITO and only got the change in full euros and lost the euro cents portion. A good way to stop that is to pass a law saying that if you are only going to return full dollars you have to round them UP not down.
