Doubtful; though with exceptions. Thus my mentioning possibly two different productions with not exactly the same pigment mixture.
Regarding wheel chips with very close shades/colors; from what we see in collections, I doubt it was uncommon... especially since we know not every color of an order (wheel chips) reaches the table. We know that Lucaya had a wheel chip with an inlay (table 3) that was hardly ever open thus being unlisted and table 1 and 2 had 12 and 13 colors of which new and unused (in original state of preservation) chips in very close colors exist in collections.
