The top cards (blue, from DeLand deck) are from a cheating deck, I am pretty certain. Marked by manufacturer, not added by cheating paint-experts. As I recall, famous for being exported to Cuba long ago for a big scam.

Note that the pinwheel design on the back has mostly solid blue tips, but some are white circles at the tips, to indicate rank and suits.
