I believe most chips were used during the second half of the nineteenth century. Chips were made earlier. (Maybe even late 1700s). I know ivory chips were found in Richard Canfield’s Madison Square Club in NYC in 1910-1911 (although the chips were probably ordered much earlier)

I assume the lower denomination chips were less than the 2” 50. I’ve never seen a flat box that would hold different size chips.
