i look at the time the bid retraction took place, if it is less than an hour or two i don't mind. if it is longer, then i block the person.

fee-bay should not allow bid retractions. a chip might be bid up to a point where many prospective buyers pass. then, three or for days later the price is reduced dramatically due to a bid retraction, but potential buyers have no knowledge of this.
