Are bid retractions a common occurrence

for Ebay sellers?

I continue to buy quite a bit off ebay and only occasionally sell. In the last 2 weeks, I've had one buyer retract 4 separate bids. The odd part was that "he" wasn't the top bidder on some of the auctions.... meaning he wasn't on the hook for the chip(s) with his bid. When he cancels a middle bid, it collapses the price if there are only two bidders at the time of the retraction. Also, there was no explanation for the retraction.

After the last go-round, I looked him up and see that he has 73 bid retractions over the last year. Seems to be a pretty common strategy for this person. I don't think I have more that one retraction in the last decade. I've since blocked him. I don't understand the game he's playing but it won't be on my auctions.
