One of the steps concerning replaced, obsolete coin, chips, etc is:
Destruction or such other disposition of the discontinued chips and tokens as the Executive Director may approve or require.

So, maybe the casino can request to sell a portion, but it is up the the Gaming Executive Director to approve.
