I bought a Morgan dollar that was in a pcgs slab. I paid what a grade lower coin would have cost. I got the coin at a lower price for one of two reasons: 1) I bought it the second it went on eBay before anyone else saw it or 2) the line on liberty’s cheek (see below) made the coin less desire able.

If the reason I got it at the price I did was the second reason then I would certainly pay to have the line removed (restored). Of course I would leave it to the professionals (pcgs) to restore it.
