It is a "back bidder" - been going on for along time on Ebay on alot
of different items. They have a couple friends sign up on Ebay to bid on
items they post, especially if there is interest on item by multiple bidders
which starts a bidding war until bidding slows down to a halt, just before
the auction closes. The "back bidder" then retracts the bids which in turn
reverts back to the next highest bidder who becomes the auction winner.

This tactic has been referred to Ebay many times and they say do not allow
this to go on. They catch the people who are the "back bidders" who make
alot of retractions from the same seller over and over ....

You can report it to Ebay about a bidder making an extreamly high amount
of bid retractions bidding on items from the same seller.

They will look up to see if the bidder is bidding on other items on Ebay, and
if they find the bidder is bidding only from 1 seller with alot of retracted bids
and see bidding on 25 items with retractions on all the bids, they suspend the
account of the "back bidder" and will suspend for a period of time any selling
by the seller or just shut down the account.

These 'back bidders" and sellers are only caught if they are reported ....
