I am a very novice coin collector. I’ve heard constantly that cleaning coins is a bad thing.

Below is a picture of gold coins as they were found at the bottom of the Caribbean (I think). Also shown is a pcgs slabbed coin from that shipwreck (SS Central America). On the slab pcgs does not note it was cleaned. How could that be? Is professional cleaning allowed?
