... the island from the causeway between 10 am and 2 pm... and if you leave the island between 2 pm and 6 pm - the odds are good that you'll encounter a classic urban traffic jam, especially in the January-April high season! They do have really good traffic cops posted at the key intersections, so traffic does seem to move better.
