I have stopped renting off-site in other cities (I have never rented in Las Vegas) because of the "surprises" regarding insurance. I am covered by my own car insurance and by the credit card, but I have had rental agents insist that the credit card doesn't cover it, or my state-mandated insurance doesn't work in other states. Some outright put the insurance on there even when I reject it, and some say it's one of those terms and conditions ("additional terms and conditions apply") that were hinted at but never disclosed. My credit card has refused to allow a challenge, saying that when I rented the car I was stuck with the terms and conditions.
in 2018 I started renting from companies that had in-terminal counters, and all those problems disappeared. I pay a bit more (although the off-site that made me pay for insurance anyway had a higher price in the end). Nobody argues with me anymore, and the price I see on my on-line reservation is the price I end up paying. I think the in-terminal places are more professional, and they know that if they disappoint you there are a dozen other counters awaiting your business.
