I retired from the electronics world about 25 years ago and moved out of state. I could see the changes that Archie mentions coming in the next few years. My politics are Conservative and I was unable to envision the Liberal politicians in California ever changing. I like the California area and would have liked to retire there but it didn't look possible.
Not that Portland's politics are much different but I have been able to relocate in a suburb of the city and view from a distance the turmoil that Californians who chose to live in Portland, OR have imported from their former homes in CA. I would encourage retirees from CA to also select a suburban rather than the city of Portland as a place to live. Lake Oswego is a fine place to start your search. I was overwhelmed with the help I received from a L.O. real estate broker. She is Sandi Sheets and had helped me buy my house in Tigard, OR a number of years ago, the same place I sold a few months ago. She is associated with Windemere in Lake Oswego although she is able to operate independently.
