I have a few examples of a hot stamps that either have the mold design heavily filled with paint or were all stamped together. in the case of the green chip the hub mold design and the hub image in the center are uniformly off center on the chip. The small key chip is one I may agree with you but, this hub mold, I'm skeptical.
