It appears that when some buyers see a seller saying that they will combine shipping that it's a nudge saying "buy some additional lots from and the extra shipping cost is on me." That buyer may feel that since the seller is selling additional lots to him that he is happy for it and giving the buyer a discount (not charging additional shipping) for doing so.
