I would think it would have to be added to the buyers total cost at the point of payment. Where I think this will cost the seller is in increased/added eBay fees which they're going to charge because this will add a significant amount of accounting/bookkeeping and tax reporting responsibilities to eBay. No way they're going to absorb that cost.
