Nothing fishy to me. People use stock photos, and it's not unusual to see, for example, listings for a bag or roll of coins with the notation that it's a representative sample, not the actual item being sold.
The fishy thing to me is any buyer who thinks (1) there are 40,000 rare examples of anything; (2) people who would gamble with their purchase by believing they will get the lucky $2200 item after reading the disclaimer. I guess if Ebay got involved, it would be because the seller is running a shifty lottery.
