Immediately after sending that, I noticed the first sentence of the article "West Virginia state troopers..."

I assumed since the paper was from Ohio, that the county reported on was Ohio. It's not! Its Hancock County, West Virginia, which is a weird little county smashed between Ohio, Pennsylvania and West Virginia.

I guess I knew less than I thought!
