That's the insert/inset code from that era, as you show, illustrated from Howdy's book.

Today, the (Sarles / Spragg owned) Classic Poker Chips code is "3V12" as shown on their website.
And there's also 2V12 and 4V12 versions with the insets.

I agree it makes an attractive finished chip!
