My understanding is that, in Canada, when they hold the equivalent of State Fairs or County Fairs (sometimes associated with agricultural fairs), licensed companies operate temporary casinos during the run of the fair.

I believe the famous Calgary Stampede has had these casinos in the past -- and/or currently. I haven't looked on the MOGH / Chip Guide, but I seem to recall some chips from there.
